Yes! That thing is really cool. The NDLR, and MRCC are MIDI standard spec, so you should be able to power a "MIDI powered" device from the outputs. From the videos, it sounds pretty decent too!
I "think" it would work with NDLR. The Teensy 3.6 has a good USB MIDI host stack. You should understand though, that the NDLR USB will connect (and be powered) exclusively by that device. You won't be able to connect NDLR by USB to a computer at the same time.
